Giant Bernard is very applicable for Gallows, because he wasn't brought in on his own merits, but because he was close enough to Karl Anderson's old tag partner that they could hit the ground running. As Bad Intentions 2.0, they weren't particularly interesting, but they had enough of a callback base to carry things until they gelled as a unit. The important thing is that they didn't bring in Gallows because they thought he was a great talent, and wanted him in their ring. They hired him because Karl Anderson needed a partner, and he was the best candidate available. I love me some DRUUUUUUUUU, but he wouldn't get a look on just what he brings to the table, because as has been laid out, it's really not all that much. Gaijin opportunities happen when New Japan has a need, regardless of who is or is not on the market.
